When setting up a designated RAS server on Windows 2000 or XP the following error appears upon invocation of RAS services:
 
ERROR: Ras System NOT properly installed.
 
The problem is a missing 16 to 32 bit "thunking" API DLL that MS had automatically been installing on all other versions of Windows.
 
To resolve:
 
Copy RASAPI16.DLL to the WINNT SYSTEM32 (or c:\windows\system32) sub-dir (folder).
